Extract session sync CLI

Summary

• add @prover-coder-ai/docker-git-session-sync as a standalone workspace package and CLI
• remove the old docker-git session-gists/gists command surface and legacy backup scripts
• wire the generated container, CI, release workflow, changeset, and local package smoke test to the new package
