Resolve #13659

  • add an iCalendar generator for issues with due dates
  • expose /issues.ics (including org/team dashboards) and a calendar link in the issues dashboard
  • reuse dashboard query filters to keep ICS results consistent with the UI
  • add a web test covering ICS output content
