Centralizes the repeated
generateSkillMd(...)+SKILL.mdwrite pattern behind shared helpers.This keeps the write path consistent across author/install/sync flows while preserving existing behavior. Call sites that need the generated content still receive it from
writeGeneratedSkillMd().
